After a cyclone transports her to the land of Oz, Dorothy must seek out the great wizard in order to return to Kansas.

The Wicked Witch of the West has stolen the Scarecrow's diploma, the Tinman's heart, and the Lion's badge of courage! Even worse, she's taken over the Emerald City, blown the Wizard to the farthest reaches of Oz and turned the Emerald citizens into statues!

A whirlwind conjured by the Wicked Witch thrusts Dorothy onto the doorstep of a phoney Kansas farmhouse she believes is home. In fact this is an elaborate plan contrived by the Witch to enslave Dorothy and get the Ruby Slippers.

The Wizard's balloon is heading for Pincushion Pass, and our heroes are helpless to come to his aid! With his uncanny sense of luck, the Wizard survives and is invited by the constable of Ballonia (a city made up entirely of balloons and “hot air”) to come to lecture on his remarkable aerodynamics.

To Save Toto from the Wicked Witch of the West, Dorothy, Lion, Tinman and Scarecrow head for Emerald City, now controlled by the Witch. But it's a trap, and now the witch has the Lion, too!

The Wizard is gone and the people of the Emerald City are frantic. The Emerald Star in the sky never rises to prove the wizard is all right. Glinda appears and tries to comfort Dorothy, sending her to Lumina: a place where all the celestial effects of Oz are created.

The Emerald Star is flickering in the sky, thus indicating the Wizard is in danger! He has been blown right off the map by the West Wind. Glinda tells Dorothy and her friends they must seek him out in the land of Upside Downtown.
